This circuit as well as one published in this website has been designed to repeat IR signals from remote control to any recipient who is out of reach, as for example in another room or inside a cupboard. Its operation is very simple: The received signal amplified by the IR receiver is transmitted to the IC to generate a signal of about 40KHz, which in turn is transmitted to the transistor output of the frequency will flash the LED emitted. The photodiode will be compatible with any audio receivers / TV and the issuer of the type used in either a remote control.
